UTSA Partnership with City of San Antonio and Bexar County

History

UTSA Soccer and Track & Field Complex at Park West
On Nov. 4, 2003, Bexar County proposed a bond issuance of $1.5M to partially fund a sports facility at UTSA through the San Antonio Sports Foundation.

On May 12, 2007, San Antonio residents voted in the 2007-12 General Obligation Bond Program to support $5.25M toward the construction of the UTSA Soccer and Track & Field Complex at Park West. On Dec. 9, 2010, the City of San Antonio and UTSA entered into a funding agreement, outlining the public benefit to be gained from the construction of the UTSA Soccer and Track & Field Complex. The City funds were intended to help fund the water run-off abatement, access road and parking lot. As part of the 2010 funding agreement, the UT Board of Regents provided to the City, at no cost, an 86 foot wide easement linking the two ends of Kyle Seale Parkway allowing for a public roadway to be built to City standards as well as a 6-foot-wide easement along Hausman Road to allow for widening of Hausman Road.

On May 10, 2008, the County agreed to provide UTSA with an additional $15M of funding, through a majority vote of the electorate in a special election, to support the construction of the UTSA Soccer and Track & Field Complex at Park West. On January 1, 2011, the County of Bexar and UTSA entered into an operating agreement and grant and development agreement outlining the University’s rights and obligations.

In August 2013, the Soccer and Track & Field Complex at Park West opened. Per the agreement with the City of San Antonio and Bexar County, in addition to UTSA athletic events, UTSA is expected to host events such as UIL championships, conference tournaments, national youth championships and other similar events at the Soccer and Track & Field Complex. UTSA will also offer a reduced ticket price program, for UTSA Athletic events at Park West, to area public school students with valid school identification.

UTSA Roadrunner Athletics Center of Excellence
On May 6, 2017, San Antonio residents voted in the 2017-22 General Obligation Bond Program, supporting $10M toward the construction of the Roadrunner Athletics Center of Excellence, a $40.4 million facility which opened in August 2021. The Roadrunner Foundation entered into an agreement with the City of San Antonio through August 2041 (20 years), outlining the public purpose and dedicated public use.
